CTL does not deliver a generic package or standardized course. The system is configured around the mission itself—what must be commanded, what conditions must be managed, what decisions must be supported, and what capability must remain after transfer.
Once established, the system transfers for continued internal operation.
It is designed to remain usable as conditions change, organizations evolve, and the mission moves forward—without requiring CTL to remain embedded in the management structure.
